Borough of Red Bank Master Plan

What is a Master Plan?

The Borough of Red Bank has started the process to create its full Master Plan since 1995, which will serve as a roadmap to guide planning for the future of the Borough. The Master Plan will be structured around a community-established vision, goals, and recommendations for Red Bank's economic, social, physical, environmental, and fiscal development. This document will provide elected officials and decision-makers with a reference guide when making decisions related to land use, zoning, and capital investment.

The Red Bank community will play an essential role in identifying the key priorities, concerns, and opportunities the Master Plan should address. There will be numerous ways that the community can get involved and provide feedback to shape the plan throughout the process. The Master Plan will also build upon previous plans and studies completed by the Borough and other agencies. The 2019 Red Bank Master Plan Re-Examination Report provides the most recent statutory review and update of the required elements of the Master Plan under the New Jersey Municipal Land Use Law (MLUL). Red Bank's new Master Plan represents the Borough's continued effort to ensure land use, planning, and zoning policies reflect current issues, changes, and trends that the community is undergoing.

The Planning Process

The Borough selected BFJ Planning, a planning consultant firm based in New York City, to assist with developing the Red Bank Master Plan. The planning process will span approximately 12-months, with various community engagement opportunities occurring throughout the entire process. The process will occur in four phases, which include an analysis of Red Bank’s existing conditions, recommendations, site-specific planning, and the revised and final Master Plan.

Who is on the Committee?

The Master Plan Committee is comprised of six members who will meet regularly with the Planning Consultant Team to guide and provide feedback as the plan develops. The Committee will also review the draft and final Master Plan. The Committee will report back regulatory to the Red Bank Planning Board, who ultimately adopts the Master Plan under state law. Below is a list of the Committee members:

  • Pasquale Menna, Mayor of Red Bank
  • Kristina Bonatakis, Planning Board and Environmental Commission Member
  • Dave Cassidy, Planning Board Member
  • Shawna Ebanks, Director of Community Development
  • Dan Mancuso, Planning Board Chairman
  • Darren McConnell, Interim Business Administrator and Police Department Chief
